Advances in Software Quality" which brings together a collection
of reflections and experiences from leading experts in the field of
software quality. The papers are grounded in both research and practice
delivering insights that summarize the state of the discipline while

context of improving quality in an organizational setting.

(Founder and Director of the National Centre for Project Management,

which analyses the new WCAG 2.0 Accessibility Guidelines published by
the World Wide Web Consortium in December 2008
- CEPIS
NEWS presents a position paper from the ECDL Foundation
outlining why ICT infrastructure should be complemented by investment
in skills development.

4th Edition of the
Novática Award presented
The 4th Edition of the Novática
Award has been presented to the
best
article published in 2008 by Novática, journal of the
Spanish CEPIS society ATI (Asociación
de Técnicos de Informática), publisher of UPGRADE, the digital journal of
CEPIS.
From a final shortlist of five articles, the Jury, comprising the 50
editors of Novática's various technical sections, selected the
winning one: "Integrating
Web-Based and 3D Learning Environments: Second Life Meets Moodle",
authored by Daniel
Livingstone (United Kingdom) and Jeremy Kemp
(USA). Daniel Livingstone is lecturer on Computer Game Technology
at the University of the West of Scotland (formerly University of
Paisley), United Kingdom, and Jeremy Kemp is faculty at San José
State University School of Library and Information Science in
California, USA, and a doctoral student at Fielding Graduate University
in Santa Barbara, CA, USA.
The authors describe the open source Sloodle project, which is working
on integrating learning and teaching across Second Life and Moodle, a
popular open source VLE. They review the history and current status of
Sloodle, and present results from user surveys which highlight the
benefits educators hope to reap from this integration.
The article was published in Novática issue 193
(May-June 2008), and UPGRADE,

Communication (GSM) in Nigeria. It shows how beneficial it is to
introduce such technologies in developing countries and provides some
insights into the problems these countries face in this industry
compared to those of the developed world.
- CEPIS
NEWS which includes an article by the ECDL Foundation that
discusses the importance of keeping skills at the centre of all capital
investment projects in these challenging times.
